The level of the toll is based on the emissions class and number of axles on the truck and on the distance travelled on the toll route. The new German Heavy Goods Vehicle Toll Level Ordinance, that came into force on 1st January 2009, assigns each vehicle to one of four categories, A to D, based on its emissions class. The new toll rates mean that trucks with the latest-generation exhaust systems and those that have been upgraded with particle reduction systems pay significantly less than high-emission vehicles. Therefore, trucks in emissions class S2, combined with particle reduction levels 1, 2, 3 or 4, now enjoy the lower toll rates of category C, while vehicles in emissions class S3, combined with particle reduction levels 2, 3 or 4, pay the category B rates. Users are required to make accurate declarations of emissions classes (principle of self-declaration). Registered vehicles classified in emissions classes 2 or 3, fitted with the required particle reduction systems, can be re-registered to a lower toll rate with Toll Collect. PMK – particulate reduction classes are retrofit standards to reduce particulate emissions. The particulate reduction classes PMK 1 or PMK 2 will generally be considered for (heavy) goods vehicles subject to tolls.

A tandem axle counts as two axles and a triple axle counts as three axles. Lift and suspended axles are always taken into account, regardless of whether a vehicle axle is used or lifted (i.e. without road contact) during transport.

According to Art. 5 of the German Motorway Tolls Act (Lkw-MautV) and Art. 7 of the Truck Tolls Act (Autobahnmautgesetz-ABMG), parties liable to pay tolls are required by the Federal Office for Goods Transport (Bundesamt für Güterverkehr-BAG) to substantiate all information relevant for toll collection with appropriate documents.
For all trucks registered in Germany, the vehicle registration certificate or motor vehicle tax statement serves as sufficient proof of a vehicle's emissions class (Lkw-MautV).
Emissions classes of vehicles registered outside of Germany are assumed based on the vehicle´s age. This rule applies unless the emissions class can be proved by some other means, such as through a statement of compliance with the specific environmental standards set forth in the ECMT**-Traffic (Art. 9 Lkw-MautV).
The burden of demonstration/burden of proof for all matters relating to tolls lies with the toll road user. Failure to produce supporting documentation is subject to a fine.
