Toll-exempt vehicles
In accordance with § 1 subsections 1 and 2 of the German Motorway Toll Act for Heavy Commercial Vehicles (ABMG), certain vehicles and vehicle combinations are exempt from the toll. These include:
- Buses and coaches,
- Military vehicles,
- Police vehicles
- Civil defence and emergency rescue vehicles
- Vehicles used by a non-profit-making or charitable organisation to transport emergency aid in serious humanitarian crises
- Fire service vehicles
- Vehicles used by other emergency services
- Vehicles in the service of the German Government
- Vehicles used exclusively for highway maintenance and operation, including road sweeping and winter services
- Vehicles used exclusively for purposes of the showman’s and circus industry
- Vehicles not intended exclusively for the transport of goods, nor used for this purpose.
The motor vehicles must be readily identifiable as being intended for the specified purpose, with the exclusion of the abovementioned vehicles used to deliver humanitarian aid and vehicles not intended exclusively for the transport of goods, nor used for this purpose.
Registration
Buses, coaches and military vehicles are automatically identified by the toll system. Keepers of other toll-exempt vehicles can register these with Toll Collect to avoid unnecessary stops, checks and retrospective payment demands. A requirement for registration is that the vehicle meets the exemption requirements for the entire duration of the selected registration period. Application for registration may be made only by the keeper of the relevant motor vehicle. However, in the case of a vehicle used for transporting humanitarian aid, third-party vehicles may be registered with the consent of the vehicle keeper. A motor-vehicle trailer cannot be registered separately.
There is no obligation for registration. Exemption from the toll applies to qualifying vehicles, irrespective of registration. The option of registration is simply an additional facility provided by Toll Collect GmbH and is voluntary.
Registration is based on the principle of self-declaration, i.e. the applicant:
- is responsible for the factual and legal accuracy of the information he/she provides, and
- is obliged to immediately notify Toll Collect in writing about any changes to the information he/she has provided.
The registration of the vehicles or vehicle combinations implies no legal recognition of toll exemption by Toll Collect or the German Federal Office for Goods Transport.
Registration is valid for a maximum term of two years and can be subsequently extended. Registrations that are not extended by the expiry day automatically lapse.

- extend a registration, or
- delete a registration.
