Retroactive changes to the truck toll rates from 28/10/2020

New toll rates come into effect as of 1 October 2021. The toll rate proportion for infrastructure costs lowers retroactively from the day of the ECJ verdict on 28 October 2020. The proportion for air pollution costs increases for the future. In total, the toll rates per kilometre lowers slightly depending on the emission class.

On 28 October 2020, the European Court of Justice (ECJ) objected to the inclusion of traffic police costs in the calculation of infrastructure costs. The Federal Republic of Germany has therefore updated the infrastructure costs calculation. The amendment to the law, which adjusts the toll rates on the basis of the new calculation of the infrastructure costs also retroactively for the period from 28 October 2020 to 30 September 2021, will come into force as of 1 October 2021.

For journeys within the period from 28 October 2020 to 30 September 2021, tolls can be reimbursed on a pro rata basis upon application. The amount of the refund of the partial toll rate for infrastructure costs depends on the weight class and amounts to:

  • 7.5 t to under 12 t GVW*: Refund of 1.5 cent/km
  • 12 t to 18 t GVW*: Refund of 0.3 cent/km
  • Over 18 t GVW* with up to three axles: Refund of 0.5 cent/km
  • Over 18 t GVW* with four or more axles: Refund of 0.5 cent/km

So that all journeys can be taken into consideration, we recommend that customers apply for a refund only when all toll statements or billing documents for this period are available, i.e. after 1 October 2021. Customers can make their claim until the end of 2023.

Preparations are currently being made so it is as simple as possible to make a claim. Information on this will be posted on the Federal Office for Goods Transport's (BAG) website in due course.

In order to be able to include all journeys up to the end of 30 September 2021 in the calculation, all receipts up to this date are required. Since there is no legal basis before then, processing can only take place after the law comes into force on 1 October 2021. From that time, refund processing may take some time to set up. The Federal Office for Goods Transport (BAG) therefore asks for your patience. There will be no charge for processing.
