From 1 January 2023, new tariffs for truck tolls will apply in Germany. In particular, the proportion of the toll rate for air pollution and noise pollution will be differentiated according to weight class from January, which is different from previous practice.

External costs calculated based on actual expenses

The Directive 1999/62/EC must be complied with by all member states of the European Union for tolling heavy truck traffic. According to the Directive, the costs for the construction, operation maintenance and expansion of infrastructure must be charged for in the infrastructure fees. The applicable toll rates are determined through infrastructure cost reports.

The amended Directive 1999/62/EC entered into force at the end of March 2022. The amended Directive no longer provides for maximum values for costs for air pollution and noise pollution, but only reference values. The amount of these partial toll rates can now be determined according to the actually incurred costs for air pollution and noise pollution in the respective member state. The reference values can thus be exceeded.

The new infrastructure costs report for Germany, which applies to the period from 2023 to 2027, was drawn up on this basis. The national law adopted will charge the users of the infrastructure subject to toll in Germany the actual costs for air pollution and noise pollution from the beginning of 2023.
